Carrie E. Henderson, Ph.D., is Managing Principal at TSG Advisors - Education, where she leads advisory engagements focused on education policy, strategy, research, and program design. Her work centers on helping public and private organizations translate analysis into actionable strategies that strengthen education and workforce systems. Carrie serves as principal investigator and lead author on policy briefs, implementation frameworks, funding analyses, and research reports used by executive leadership, governing boards, and policymakers.

At TSG Advisors, Carrie advises senior leaders on strategic planning, program development, organizational structure, and resource allocation. She designs and facilitates executive-level working groups and cross-sector collaborations that support alignment across K-20 education, school districts, postsecondary institutions, workforce systems, and state policy priorities. Her work frequently includes mixed-method research, environmental scans, stakeholder engagement, and quantitative analysis to produce decision-ready insights.

Prior to joining TSG Advisors, Carrie served as Executive Vice Chancellor for the Florida College System at the Florida Department of Education, where she led policy implementation, accountability, and system oversight across 28 public colleges. During her tenure, she directed major statewide initiatives related to career and technical education policy, credential transparency, dual enrollment, and postsecondary attainment. She oversaw development of Florida’s Master Program Inventory, led the state’s first comprehensive review of postsecondary CTE programs, and managed a portfolio of federal and state grant programs exceeding $70 million.

Earlier in her career, Carrie held senior leadership roles at the Florida State College at Jacksonville (FSCJ), where she assisted campus leaders in accessing, understanding, and using data to inform continuous improvement. At FSCJ, she collaborated to set long-range strategic and financial goals important for achieving its mission.

In addition to supporting institutions and organizations, Carrie has served as an adjunct professor teaching graduate and undergraduate courses at Florida State University, the University of Florida, and Florida State College at Jacksonville. She was also a member of Leadership Tallahassee Class 38.

Carrie holds a Ph.D. in Higher Education Administration from Florida State University, a Master of Public Administration from the University of North Carolina at Chapel Hill, and a bachelor’s degree in History and Political Science from the University of Central Florida. Carrie is a Ft. Myers native who currently resides in Tallahassee.
